Q.My New Rhubarb Plants Have Not Been Harvested & Now I Still Have The Big Leaves And Stems Present. Do I Cut Off Everything I Mulch

Should I just cut off all the stems and leaves and add compost and mulch to get ready for our IL. winter?

Once it dies for the year, you can mulch it. Other than that, I wouldn't do anything at all until after next year's dormancy. Here are some articles that will help:
