Q.My Neighbor Has A Japanese Maple With Some Leaves That Are Dried And Shriveled.
Could this be do to the late frost we had this spring or something else? (see attached picture)

No, this is likely a blight from moist soils that don't dry out, which will harbor Verticillium. This disease has no cure, but can be controlled. The tree will build up resistance to it over time.
