My Mother In Laws Tongue Is Growing Weird Buds

I have noticed growths coming out of the main part of the plant, not sure if these are new plants or flowers

They can bloom but it doesn't look like bloom stalks. It could be a form of a succulent mutation. It likely is rare and makes your snake plant valuable! It looks just like the one in this garden forum:
