The plant is probably lacking proper nutrients or water if buds are drying out before producing flowers. They are many “bloom boosting” fertilizers on the market. Basically any fertilizer high in phosphorus promotes blooms so look for a fertilizer with a higher middle number in the NPK ratio. And avoid anything with too much nitrogen
