This is common when there is too much nitrogen in the soil. These are nitrogen fixing plants already. Too much nitrogen will cause leaf growth, but it will have a lack of flowering growth. You can offset this by adding potassium and phosphorus. This will help them to make more flowers, and not take up so much nitrogen.
