I notice that it is in container, and in heavy soil that appears to be over saturated. Soil that is heavy, and not allowed to dry out will contract an infection, such as this.
At this point, it will be easier to obtain potting soil and start over. Curing something like this in heavy soil will require much more resources than starting over in fresh soil
Make sure to only water after the first two inches of soil have dried completely down to 2 or 3 inches. This will prevent the issue in the future.
