lime trees are dropping their leaves

My lime trees are dropping their leaves and the fruit have brown blotches (worse than blotches). It looks like the trees are dying. As I have a number of trees, I would like to get on top of this problem before all the trees get what ever this is.

This could be Citrus Mites or Aphids.
Both can be treated with Neem Oil.
