My lemon tree shrub is double leafing

Can you advise me on what to do? My lemon tree is grown in a container, looks really healthy. Have used citrus soil for planting, regularly use Tomorite plant food throughout the summer and move the plant outside during the summer, May/June until late September. I have had this shrub for about 3-4 years and there were lemons on it when I bought it. However, I have not had any lemons on it since and for the last 2 years it has grown double leaves during the summer months. What to do to get it to bloom in order to bear fruit? Could you also be specific with the names and quantities of fertilisers and foods that you recommend?
