This happens when the plant gets older. Most times, people choose to replace them, but you can try rejuvenation pruning. It can work sometimes. Cut back 1/3 of the branches by 1/3 to 2/3. Repeat in the spring and then next fall.
If you choose to replace them (they look nicer faster), you can help stave this off by making sure to give them a healthy haircut each year. This condition basically occurs because the plant is becoming woody. Regular pruning encourages new growth and discourages woody growth.
