Q.My lantana shrubs

I planted 2 lantana shrubs at my home in Mesa AZ. Last spring 2017. I leave in May for 7 months but kept them on a watering system with two weekly waterings per week.

I had them enclosed in a metal cage because the rabbits were eating them. So my neighbor was watching my house but the shrubs got so big and she did not remove the cages. So I get here Dec 1 remove the cages and up the watering because they felt so dry with no flowers. One shrub is perking up not great but has a few flowers. The other one is actually a Little wiggly if that makes sense. And has a lot of yellow leaves. I see no pests or disease on the plants. The wiggly one has healthy leaves at the bottom of the shrub. Do you think I should cut it way down to that part of the plant.

And when would you advise me to trim up the fairly decent one because it is all gangly and not pretty looking either. Thank you so much.
