My Indoor Yucca Plant Is Yellowing and Droopy

It has 4 stalks and only one is yellow and droopy. Is it dying? Also, it has little pokey things on the stalks. Are these suckers that I can cut off and transplant?

As for the yellowing and drooping, I would say it’s likely been overwatered, which leads to rotting of the roots. These plants only need watering when the top inch or so of soil is dry.
