The type of pruning and when depends on the type of hydrangea you have. If it blooms on old wood, they are pruned after flowering. If they bloom on new wood, you can prune them in late winter, if needed. There is also a type that blooms on old and new wood.
Since you don't know what you have, don't prune at all. When it blooms, you should be able to tell what kind you have. They don't need a lot of fertilizer. You can sprinkle a balanced fertilizer like 10-10-10 in the spring if you like, but they will bloom with or without fertilizer.
Since you have been pruning, and it's not blooming, chances are good you have a big leaf hydrangea, or macrophylla. They bloom on old wood, so if you prune all the stems in the late winter or early spring, you have cut off the flower buds. You can see the buds if you look closely at the tips of the stems.
