My hibiscus tree has tiny white bugs

My hibiscus tree has tiny white bugs that fly off when I shake it but go right back on. I have also tried spraying it with Sevin but they just seem to keep coming back. They are eating the leaves.

Sounds like whiteflies to me. Hibiscus trees are onf of their favorite hosts. I would recommend spraying with a horticultural oil.Here is a good article. Good luck.
