Q.My flowering magnolia has white cocoon-like growths on many of its branches. Will these hurt the tree and will they stop the tree
from blooming next year? Can/should I remove these cocoons? How/when?

It looks like "soft scale," and can be treated with neem oil. Here's an article to help you with the problem: https://www.gardeningknowhow.com/plant-problems/pests/insects/what-is-soft-scale.htm
