2.5 years Old, grafted, good soil, plenty of foliage, healthy looking just no flowers.near the coast in SEQ but not anywhere near the waterfront, not Sandy soil.

Is it getting full sun? That is usually the reason for lack of flowers. Consider a soil test; it could be too much nitrogen in the soil is promoting green growth at the expense of flowers. Here is more:
