My elephant palm has a lot of dead leave under the overhang and a lot of brown tips on remaining leaves

The plant was repotted to a much larger pot and over watered and fertilised.

Can it be revived?

You will have to flush out the extra nutrients. Make sure that your container has plenty of drainage holes, and does not hold water. If this is the case, then flushing cannot happen, since water cannot leave the container.
