I hail from New York and my dogwood has plenty of buds and hasn’t fully leafed out yet or bloomed. I would give it some more time. Spring is finally just starting to get genuinely warm. The cold winter combined with a cold spring has delayed the onset of growth/blooms in many trees/plants this year.
