Q.dogwood no blooms or leaves

My dogwood had blooms in the beginning but never bloomed. They are still on the end of the branches. No leaves have produced. The branches are green. They are not dead.

I hail from New York and my dogwood has plenty of buds and hasn't fully leafed out yet or bloomed. I would give it some more time. Spring is finally just starting to get genuinely warm. The cold winter combined with a cold spring has delayed the onset of growth/blooms in many trees/plants this year.
