Q.My Crepe Myrtle Will Not Bloom

My crepe myrtle is not blooming. It has plenty of sunshine and is only 3 years old, so I am wondering if I might need to add ‘bone meal’ around the tree to add phosphorus because my soil is pretty much clay. What is bone meal, and where do I purchase it?
