coneflowers and carpet roses eaten

Something is eating my carpet roses and coneflowers by biting them off at the stem. What is eating them? Could it be squirrels? Rabbits? The spot on the coneflower stem where they are being bitten off appears to be a little high for rabbits, but I guess they could stand on their hind legs.
