Adding a flower bed beneath a tree can suffocate the tree. The feeder roots right under the soil cannot get oxygen. I would take out the bricks, that may help. The hostas also are taking some of the trees nutrition and water. Remove the dead branches from the tree and take steps to fertilize the tree and make sure it gets adequate water when it doesn't rain.
