Where am I going wrong. Have I got too much green (veg scraps) and not enough brown (brown paper & cardboard in it)?

Your compost pile does need moisture, but if it is leaking, there is too much moisture. Are you turning the pile? If not, that should help. Also make sure there is a good balance between greens and browns. If it is still too moist, add more browns, as you say.
