Q.My bare root rose has not leafed out. The canes are green. I keep watering.

Apply a watering mix of Super Thrive, 2 tablespoons Epsom Salts and root stimulator per bottle directions. If this mix does not give them a kick start in two more weeks, I would report them to the company I bought them from as Non-Growers. Sometimes this happens and it is like the rosebushes get stuck in their dormant cycle and just will not come out of it. Some companies use a chemical on their bare root roses in storage to try and keep them dormant until the right time to ship them out. Such chemical use can stunt the rosebush such that it will not break dormancy. It sounds like your others did fine in your case, so perhaps it would be best to take a picture of the one not doing anything and send it in to the company with a request for replacement next season.
