My Acanthus Mollis No Flower Stalk. Why?

I’ve planted acanthus mollis and it seems to be growing bigger each year, but has yet to produce a flower stalk. Is there something more I can do to promote flowering?

Here are its best growing conditions. Compare them with yours and see if something is missing:
