Yes, they should regrow.

On a Sago, like on a true palm, the leaf is what we often call the frond; the frond has many leaflets or segments along its center rib. If the leaflets have been lost, they can’t grow back; however, new fronds will continue to grow from the top of the plant, where the growing tip is.
