Q.My 2 Melittis Royal Velvet Have Developed Red Spots Marks On Most Of The Foliage, But The White Ones Have Not

These are growing side by side in 3 different parts of garden but tge red spot has not transferred to the all white version pics attached. Pic 1 is the Royal Distinction abd Pic 2 is the white version

Sometimes, plants of the same genus have different "immune systems" due to cultivar differences. It could be the case that as the "Royal Velvet" was bred and back-crossed, the immune system was compromised.

From here, I would make sure to use a fungicide of your choice to control the bacterial spot. Keep all debris and dying foliage away from the plant, and make sure that the soil stays somewhat moist but not wet. This article will help you with fungicide use:
