I would continue to cut off the affected leaves. The soap solution would be effective if it is pest related. Is it time to move it outside? Hot weather may clear up the problem. Do you belong to FB? The Plumaria Growers FB group is full of experienced growers who will share their knowledge in this kind of thing. I just started growing plumarias and I have used them as a resource.
