Mussel scale on apple tree

Treated my apple tree for mussel scale early June. Still a few scales on the apples this year. If I scrub them off, are the apples safe to eat?

Yes, if you remove the scale insects the apples are safe to eat. You may want to peel the apples to remove any damaged parts of the peel.
