In Colorado Springs, when is the very best time to put on the shredded cedar (medium, without coloring) mulch to my holly bushes and roses?

Mulching is especially beneficial both in fall and spring, and can be useful at other times of year as well. September or October is a great time to mulch the area above the root systems of your shrubs to shield them from the late fall and winter cold.
