Q.Moving My Crepe Myrtle

Could you please tell me when would be the best time to transplant my crepe myrtle bushes? I have two in the back drive that won’t bloom. I live in southern West Virginia, McDowell Co. I live in the most southern tip.

I would recommend early Spring. That way it has all Spring and Summer to put down good roots.
