Can I move a blooming plant that was planted too close another.

Yes, you can move hibiscus but now is not a good time. No matter how careful you are some of the roots will be damaged to both. That makes surviving summer heat difficult and the stress will likely cause the shrub to stop blooming. If you live in an area with above freezing temps for most of winter, fall is a good time to move shrubs. In the northern part of US, spring is a better time.
