Q.Monarch eggs not hatching

We have a butterfly garden. I’ve had several in the past as well. This is the first time I have every had so much trouble. We had a successful season last year. This year, not so much.
We’ve seen several Monarchs laying on our milkweed. Monitored the eggs. But,
The eggs don’t hatch. They go from their ting white specs to tiny black specs in about a week. Then, nothing. They remain black and stuck to the leaf.

Any Idea as to what is happening?

The eggs may not have been fertile, the female may not have found a male Monarch.
Also there is a parasite that some female can be carriers of, Nosema. In Monarch operations they remove the caterpillars that carry this parasite.
