miniature japanese maple disease or pest

Question

Hello, My 12 year old Japanese Maple (miniature) has recently developed white powdery spots on its trunk. Also the leaves have come up quite sparsly this spring and they have a brown withery end to many of
their tips. I would like to know what is occurring and how to treat it. I love this tree.
