Minature standard flamingoe shrub/small tree

Neglected dont know where to start. Also planted 2foot from house do I need to move it? Nearly 5ft, tall.

They can grow 15 feet high and wide.
You should keep the shrub 5 feet from foundation.
I would move the shrub.
