Q.Milkweed for butterflies

I found orange and black flying bugs eating my milkweeds. What can I use to get rid of them but not hurt the butterflies?
Also, the leaves are covered in a white substance. Is that normal?

Milkweed bugs are generally considered a beneficial insect, but in some cases a large infestation can become an issue.
