Milkweed bugs

We have milkweed plants specifically for hosting Monarch butterflies but we feel there are too many milkweed bugs per plant. Can this be problem and won’t spraying them with water allow them to return easily?

If you feel they are a problem you can hand pick them and drop them into a soapy water bucket.
