Q.Meyer Lemon Trees

I have two Meyer Lemon Trees about 12 feet apart. Same size. One produces a good quantity of fruit. The other doesn’t even bloom. Advice?

Though they are planted in the same area, there could be differences in the nutrient levels and moisture levels.
There could also be different root stocks between trees.
