Q.Meyer lemon dwarf producing lots of buds but they die and fall off

I have a Meyer Lemon Dwarf in a pot.
They get little buds then they die and fall off. No lemons have ever grown.
Bought this plant at Costco about 3 months ago. It has never produced.
Advice/suggestions?
