Yes, rubbing alcohol.
Personally I would take this mixture and apply with the Q tip directly to the Mealybugs. Touch each one and make sure it’s soaked. This is usually effective unless the plant is really covered with a large infestation.
Also, remember to move the infected plant away from any other plants to prevent the spread.
