Mature Smoke Tree Pruning Question

Please let me know if I can cut into the old wood, if so do should I cut the trunks to the ground? The tree is question is approx 10′ tall with a 10″ spread and it is 20 years old. The old trunks (about 8 or 9)vary in diameter, some are approx. 4″ and some are close to 8″ Thank you.
