Manure

When I bought my house last year, we discovered it used to have horses on the property. I have been told that horse manure is good for a vegetable garden. I also know fresh manure is bad for a garden. However, the manure on our land has been sitting for about a year. It has not been composted – but it is certainly not fresh either. Is it ok to directly till into my garden plot soil?
