Mandevilla Has Buds, But The Buds Are Not Opening Opening

I have a red Mandevilla plant and have given it fertilizer. There are a ton of buds, but they’re not opening. I few buds are dried out. I have had this type of plant for the last 3 years are they always bloom.

Have you inspected the buds for any insects? Bud blast is a possibility, too, as well as botrytis blight. Here is information that should help:
