Received a gorgeous mandevilla for Mother’s Day last weekend. Two nights ago, the temp dipped to 0 and yesterday it turned brown. How can I recover this plant to gorgeous again?

Here is an article on cold damaged plants that will help you. I think with a little TLC your plant should recover.

Per the article's advice, you are going to want to prune away the dead bits, keep it watered when needed and fertilize.
