Q.Magnolia Plant Keeps Getting Brown And Eaten Leaves, What To Put On Them To Save It From Pests?

The magnolia plant is no more than 3 feet tall but looks like it is root bound and wonder if that is the problem w/ damaged brown leaves and something is eating them, every day almost. Not healthy looking anymore. Put inside while the frost and cold was and put it out for the Spring-Summer season. I have put Neem oil on leaves, but something keeps making them get holes, eating leaves, brown spots, etc. How to save this 10 year old plant?
