Lucky Bamboo Weird spots

Question

Dears, i need help. I have a lucky bamboo that started to show these spots in the picture. Is this some kind of disease? If so how can i treat it?

I'm having trouble telling if the spots are inside the leaf or on top of it. If inside, then I think you have leaf miners. If the bumps appear to be on top of the leaf, then they are scale insects.
