Low maintenance plants to plant in a border

We have a large hedge (fir trees) at the back of a raised bed – we have struggled to get plants to grow in the bed as the hedge sucks up a lot of the water – we do not want to get rid of the hedge as it provides us with privacy, are there any plants that would be able to survive under the hedge? We are not active gardeners so would like them to be low maintenance!

Here are some plants that do well under trees, however, according to university extension advice, it's best not to plant under trees to avoid injuring their surface roots. They recommend mulching out to the dripline.
