loquat tree not blooming

I just inspected my 3 year old loquat tree. Some of the buds looked dried up and many leaves have been chewed. as I opened the leaves to look at a bud a small white beetle dropped to the ground then buried itself in the sandy dirt of Florida. What should I do? what spray?

There are many things you can do to correct this. Neem oil is an effective deterrent. Have caution, though. You should only spray this on a day when there is no direct sunlight, or in the afternoon.
