What is killing my tree? Please advise. We have had plenty of rain.

That plenty of rain could cause issues if the soil remains too wet for too long. If the soil is thick and fertile, then this could affect how long moisture stays around. I would, proactively, treat with fungicides and hope that the rain subsides! You may want to keep all debris away from the tree, which looks to be well manicured, anyway.
