Liming My Fall Garden

I live close to Lake Maurepas in southern La. I feel that my garden needs lime since I haven’t done that in a while and I used pine needles as a mulch this summer. I am an organic gardener. I normally have a good garden, but this year, my garden was weak and there were lots of problems. It was excessively hot this year, and I think that was part of it. My question is: If I want to grow a few fall items like garlic, mustard and collards, can I lime now? If I do, when can I fertilize? These will only take 3 rows of a 7 row garden.
