lime tree

A lime tree that was damaged during a hurricane is not now producing limes and has its roots partly exposed. Can it be saved or is it best to cut it down and start from scratch?

Limes tend to skip a year or so in producing when they need time to recover from damage or other stress. I would give it a little more time. If you are able to, try to re-cover the exposed roots and give the tree some phosphorous rich fertilizer to help it to re-grow its damaged root system and more quickly recover from damage.
